The Lazarus Pack originated during mid-2006, coming to Louisiana at the behest of its Ulfric, Raul de Rocha. Its numbers small -- nearly 50 -- the pack was a group of dissidents split from the Indianapolis-based Legendbreakers pack. Raul coerced these packmates of his to leave their home after suffering several years of compounded cruelty at the hands of their former Ulfric and lupa, Samuel Rimes and Amrita Patel. Patel had approached Raul after realizing that he was prepared to turn Fenrir and offered him the option to leave and take the handful of wolves who were loyal to him and not afraid to separate from their pack. The "or else" part of her offer is something Raul has never openly discussed, but Patel being the woman she is, there is little doubt that threats were made.
Thus, Raul and his ragtag band of lycanthropes pooled their resources before heading south, the Legendbreakers' numbers being most assuredly against them. New Orleans having the were-friendly reputation that it has alongside Raul's maternal family stemming from this area made the choice singular; there was no other place they would go.
At this point, New Orleans was still recovering from the destruction caused by Hurricane Katrina. The city was eerily empty of normal humans, and the tides had turned –- many preternaturals were willing to stay in Louisiana despite the mandatory evacuation, and so for once their numbers were higher than those of average folks. Law and order was kept as much by the local Rat King as by the National Guard, and it was the rodere Raul approached first, petitioning the King to let his pack live in the city. That the Rat King had no lost love for the local lukoi known as the Frenzy was not much of a secret, and so the Lazarus pack was given his blessing. Live and thrive in New Orleans so long as they did not bring strife with them.
Once permission was granted, the Lazarus pack's Ulfric approached his counterpart within the Frenzy, Philip Dumas. As Dumas was distracted by attempts to recover from Katrina as well as his own Fenrir, he hardly considered de Rocha a threat. If Dumas did not give his blessings, then he gave his permission. By this point, the pack's assets boosted that of Raul's, and he purchased a large plot of land with a thoroughly-flooded house just outside the city proper. As renovations began and the wolves pieced their lives together, additional lukoi did join their pack, eventually leaving them with a total of over 250 members.
It was after the Lazarus pack had been living in New Orleans for over a year that tension within the Frenzy finally broke. Its Ulfric was killed by the Fenrir Mariah Kindred –- something no one had seen coming -– and as she claimed her title of Ulfric, Mariah gave her wolves one night to leave, if they wished. Anyone else caught deserting would die. Faced with these terms, de Rocha and the Lazarus pack found themselves with not just a new group of werewolves who wished to join their ranks, but finally a lupa as well.
As things currently stand, the Ulfric's home -– the pack's heart –- is still in a state of disrepair. A cordial alliance has been forged between the Lazarus and the Frenzy, although it can be tenuous at times. And while the pack is the largest it has ever been at a hair over 300 members, it is still waiting for completion with the addition of all alpha roles.
